Although it's a deserted place and the infrastructure needs much improvements, it's a place of total solitude with great close-ups of the radio tower.

EDIT: You have to be careful when venturing up here because there are homeless encampments and it's not recommended to go alone or at night.

I live close by & decided to hike the trails, I noticed a lot of suspicious looking men all with backpacks watching me as I entered their home. A lot of homeless, garbage & very isolated. I didn't feel safe hiking once I got deeper into the hills, I don't recommend coming here especially alone and more so if female. Definitely illegal activity going on in these areas, find safer alternatives for your next adventure.

Pros: Great views of DTLA and surrounding NorthEast LA. Not busy.

Cons: Lots of homeless people living in the thick brush off the road leading into the park. City has clearly forgotten this park. Lots of graffiti. Lots of garbage (mostly from the homeless people). Definitely can be unsafe, and I don't recommend women walking alone up there (day or night).

Summary: An awesome, elevated park/garden area with excellent views that has fallen into decay and needs to get cleaned up.

More or less abandoned by the city and a bit sketchy it’s a sad relic of what it used to be. The only way up is to walk or bike.

Still a great view of downtown.

I read this place is not open to the public. I tried paying it a visit for the view of downtown, and it's VERY eerie - it's totally desolate; I didn't even see any homeless. It just felt wrong to be there somehow. The view wasn't even that great. I'd advise against visiting.

Passed by Radio Hill Gardens during a run in Elysian Park but I didn't go inside and up the Radio Hill. The area looks somewhat sketchy and not well maintained.
There is some good view on the trail passing by so I guess the view up there would have been great.

The drinking fountains aren't functional and there is a homeless guy with a Mohawk that was threatening people who were not receptive to his sexual advances. Not recommended for family picnics but the views are pretty good.
